Position Overview

The Budget and Programming Officer will work at the Dar es Salaam Country Office, reporting to the Budget and Programming Officer under the overall supervision of the Deputy Country Director.

The mission is to support efficient resource management and ensure alignment with WFP’s strategic objectives and zero hunger goals.

Key Responsibilities

  • Contribute to developing policies and procedures for budget and programming activities.
  • Assist in preparing and revising various budget plans while ensuring compliance with WFP guidelines.
  • Monitor corporate systems to ensure accurate budget documentation and follow up on approvals.
  • Support Country Strategic Plans (CSPs) closure activities and assist in managing open commitments.
  • Prepare and monitor monthly resource pipeline reports, ensuring effective utilization of contributions.
  • Perform accurate fund programming and utilization activities and provide timely recommendations.
  • Support Resource Management Committee (RMC) preparations and discussions on resource prioritization.
  • Manage Global Commodity Management Facility (GCMF) supply lines and facilitate knowledge sharing.
  • Enhance the capacity of junior staff in resource management and operational planning.
  • Contribute to developing tools, processes, and reports to improve resource monitoring and decision-making.

Qualifications and Experience

Education:

  • Advanced university degree in Business Administration, Statistics, Finance, Economics, or a related field. Additional training in project management, statistical analysis, or operational planning is desirable.

Experience:

  • 4–6 years of relevant experience, including:
    • Budget preparation, management, and reporting.
    • Analyzing large datasets and presenting insights for decision-making.
    • Coordinating operational planning and fostering discussions on resource projections.

Language:

  • Fluency in English is required. Knowledge of the local language is an advantage.

Skills and Competencies

  • Proficient understanding of financial and operational systems.
  • Thorough knowledge of WFP operational planning and business processes.
  • Advanced skills in Microsoft Excel.
  • Ability to consolidate and present resource management data effectively.
  • Strong analytical and problem-solving skills.
