Overall Job Summary:
The Clinical Advisor will provide technical support to healthcare providers (HCPs) in delivering high-quality, client-centered, multidisciplinary HIV prevention and treatment services in Shinyanga and Tanga regions. Responsibilities include ensuring targeted HIV testing, same-day antiretroviral treatment (ART) enrollment, adherence, and retention strategies, as well as minimizing loss to follow-up (LTFU). Additional areas of focus include TB integration, opportunistic infection prevention, and viral load suppression. The Clinical Advisor will also support PMTCT/pediatrics and community services teams to equip HCPs, expert clients, and volunteers with skills to manage HIV services effectively in line with national and international standards.
Specific Roles and Responsibilities:
- Conduct supportive supervision, on-the-job training, and continuous medical education for HCPs and supportive cadres on comprehensive HIV services.
- Support health facilities (HFs) in assigned districts under District Managers’ leadership to implement HIV program activities, ensuring adherence to targets.
- Guide community teams and health providers to implement evidence-based innovations to retain key and vulnerable populations living with HIV.
- Ensure efficient transportation and documentation of HVL and TB samples for effective viral load monitoring.
- Facilitate pediatric ART optimization in assigned districts.
- Implement Quality Improvement (QI) initiatives across supported HFs in assigned areas.
- Ensure availability and use of national HIV prevention and treatment guidelines and tools at supported sites.
- Achieve 100% compliance with donor and government key performance indicators in allocated health facilities.
- Perform other duties as assigned by supervisors.
Key Deliverables:
- Targeted HIV testing and optimized Provider-Initiated Testing and Counseling (PITC).
- Effective adherence and retention strategies to minimize LTFU.
- Comprehensive support for PMTCT, TB/HIV collaborative activities, and pediatric HIV care.
- Timely and efficient viral load and TB sample transportation and results tracking.
- Ongoing capacity building for HCPs and community teams.
